The Modernization of Cosmetics Regulation Act of 2022 (MoCRA) was signed into law on December 29, 2022. MoCRA is the first major reform to the federal regulatory framework for cosmetics since 1938, and amends the Federal Food Drug and Cosmetics Act (FD&C Act) to include new requirements for cosmetic products similar to those already in place for other FDA-regulated products.
